6. Those who disbelieve — it makes no difference to them whether you warn them or not; they will not believe.
Those who disbelieve in your message, O Muhammad (Peace and blessings be upon him), and oppose and stubbornly reject the truth, will not respond to your warning nor embrace Islam under any circumstances, whether you warn them of Allah’s punishment or not.
So do not grieve over them, for you have conveyed the message and fulfilled the trust as Allah, the Exalted, commanded you…
This verse refers to the disbelievers who did not enter Islam and died upon their disbelief.
7. Allah has set a seal upon their hearts and their hearing, and there is a veil over their eyes; and they will face a great torment.
This is because Allah, in His knowledge, foreknew that they would reject the call to faith and choose disbelief.
So, by His knowledge and justice, He decreed it upon them and sealed their hearts and hearing.
Faith does not enter their hearts, nor does disbelief leave them; even if they listen to the Qur’an or the call to truth, they will not be guided.
Similarly, Allah has placed a veil over their eyes, so even when they see Allah’s signs, they do not believe.
Allah will punish them with severe torment in the Fire of Hell for their rejection of faith and refusal to enter Islam.
Had Allah known any good in them, He would have guided them and led them to Islam.
Of course, this sealing and this veil are matters of the unseen—only Allah knows their true nature and how they occur, and we do not perceive them with our eyes.
